Duty Station: Harare, with frequent travel to partners

Trócaire is an Irish NGO with over 43 years of experience working in countries in Africa, Asia, Latin America and the Middle East. Trócaire works with partner organisations and supports women empowerment and resilience and sustainable livelihoods initiatives.
Trócaire is looking for a dynamic and motivated individual to lead in implementation of the resilience and sustainable livelihoods component of the programme. This is a cover position for one year. The Resilience and Sustainable Livelihoods Programme Officer (PO) reports to the Programme Manager and she/ he will work in close collaboration with the Programme Officers, Programme Accountant and Finance and Administration Manager.

Scope of the role

  • To lead on the implementation of Trócaire’ s resilience and livelihoods component ensuring that it retains a strategic focus, that the programme is of high quality, promotes integration.

Key duties and responsibilities

  • Programme Development, Management & Monitoring;
  • Facilitate implementation of the resilience and livelihoods component of the Trócaire programme, ensuring programme quality through technical and financial management of the programme from planning, implementation, monitoring, reviewing and reporting;
  • Review and critically assess programme progress collectively with partner organisations and other stakeholders;
  • Ensure programme complementarity with the Country Strategic Plan and relevant organisational policies such as integration, gender and HIV;
  • Identify at least one key area of learning per annum together with partners, document and share this learning.

Partner relationships & capacity building

  • Manage the relationship with partner organisations, being the primary contact;
  • Lead in the implementation of resilience and livelihoods partners’ capacity assessments (PCAS) and support partners to develop and implement their capacity building action plans;
  • Design and facilitate capacity building workshops for partners in identified areas;
  • In close collaboration with partners, maintain a quality relationship with beneficiaries;
  • Ensure partner compliance with Trócaire minimum requirements and relevant policies such as safeguarding;
  • Hold at least one partners meeting per annum focusing on planning, monitoring and review of the programme results, as well as learning and advocacy;
  • Hold regular meetings with individual partners and undertake at least two field visits a year to each partner project site;
  • Support partners in documenting results at every level in accordance with RBM (logic model and results framework);
  • Undertake review of partner reports, ensuring that they meet the expected standard against Trócaire’s RBM system and donor requirements and provide feedback to partners;
  • Manage all current Irish Aid reporting requirements

Programme administration and finance

  • In conjunction with the Programme Accountant, produce regular cash flow forecasts, monitor partner budgets, monthly tracking sheets of disbursements to partners, and financial reports to ensure efficient use of resources and effective programme implementation;
  • Manage the approval processes for projects and the programme including grant agreement processes;
  • Ensure that the monthly checklist for grants to partners and the programme ancillaries are updated;
  • Contribute to the development of funding proposals;
  • Ensure all filing is up to date and relevant files are closed in a timely manner, in country files and on the internet-based Management Information System

Participating in programme and country teams

  • Participate in technical meetings relevant to resilience and sustainable livelihoods;
  • Contribute case studies from the resilience and sustainable livelihoods component to in response to internal Trócaire information needs (communications, education, campaigns and fundraising)

External links

  • Develop and maintain links with institutions and networks working on resilience and sustainable livelihoods;
  • Support partners to develop linkages with relevant institutions that can enable them to increase the impact of their work

Requirements - Qualifications

  • A relevant third – level qualification in either Development Studies, Agriculture, Food Security, or any related fields.

Experience

  • Knowledge of the livelihoods and resilience context in Zimbabwe, in the region and globally;
  • At least 5 years’ experience implementing resilience and sustainable livelihoods programme/s;
  • At least two years’ experience in agroecology;
  • Experience with project/ programme cycle management;
  • Experience and knowledge of food security, in particular DRR and vulnerability;
  • Experience in Results based management (RBM); Experience in using the partnership model;
  • Strong experience in gender and HIV mainstreaming in sustainable livelihoods and resilience work;
  • Familiarity with M & E systems;
  • Proven experience in report writing;
  • Experience in managing and reviewing budgets for development projects and programmes.
