Job Description

Applications are invited from suitably qualified and experienced candidates to fill the posts of Deputy Director Procurement (x 3 posts) which have fallen vacant within the Ministry of Heath & Child Care.

REPORTS TO: Chief Medical Officer Director Procurement
GRADE: E5(1)
STATION: Head Office (Ministry of Health and Child Care), Sally Mugabe Central Hospital & Mpilo Central Hospital

DUTIES AND RESPONSIBILITIES

  • Supervise the processing of purchase requisitions/orders in line with Government of Zimbabwe laws and Ministry of Health and Child Care (MoHCC) policies and procedures
  • Consolidating of annual MoHCC procurement plans and working closely with the directorate for performance monitoring and evaluation for their inputs.
  • Identifying and recommending potential suppliers both National and International for High value goods in consultation with PRAZ.
  • Supervising the preparation of bidding documents in compliance with the prevailing procurement laws.
  • Conducting regular supper performance evaluations to ensure they meet required standards
  • Establishing and negotiating contract terms and conditions and maintaining supplier relationships.
  • Recommend policies to the legislative body regarding the procurement of goods supplies and services,
  • Sitting in the Evaluation Committee of high value goods or services
  • Coordinating reporting by PMUs on a monthly basis of their procurement activities
  • Supervise the preparation of procurement database of all procurements within MoHCC in line with PRAZ requirements.
  • Assist in development of specifications for equipment, materials and services lo be purchased.
  • Assist in contract management.
  • Participating in the formulation of the Ministry’s procurement strategies
  • Producing relevant procurement reports, on quarterly, bi-annual and annually.
  • Negotiating with suppliers for favorable payment terms and delivery periods.
  • Delegate authority and assign work to subordinate staff commensurate with their qualifications and existing workload.
  • Establish and supervise a contract administration system designed to ensure that contractors are performing in accordance with the terms and conditions of the contract.
  • Problem solving skills and implementing effective solutions
  • Comprehensive skill in researching and preparing highly complex specifications, solicitation and contract documents.
  •  Ability to develop effective and cooperative working relationships with key internal and external stakeholders.

QUALIFICATIONS, EXPERIENCE, ATTRIBUTES AND COMPETENCIES

  • A degree in Purchasing & Supply Management, HND in Purchasing and Supply Management, Full CIPS or equivalent qualification.
  • A Master’s degree in Supply Chain Management of related area will be an added advantage
  • A minimum of six years experience as Procurement Officer preferably in the Public Sector with at least 2 years at Principal level.
  • Membership of a relevant professional body is a must.
  • A thorough understanding of the Public Procurement and Disposal of Public Assets Act and its attendant statutes.
  • Ability to write procurement policies and procedures.
  • Ability to make sound and good judgment.
  • Excellent computer skills including SAP,
  • Must be a good team leader,
  • Problem solving skills and implementing effective solutions
  • Comprehensive skill in researching and preparing highly complex specifications, solicitation and contract documents.
