Purpose of the Consultancy
The incumbent will support the Ministry of Health (MoH) and 1) provide Mental Health technical support in the development of economic models for the investment case, 2) planning and presentation of the mental health section and 3) information dissemination for the WHO Special Initiative for Mental Health.This will be conducted in close collaboration with the WHO Country Office in Zimbabwe, AFRO, HQ and other key stakeholders in Zimbabwe.
Background
Mental health conditions are a growing public health concern in all parts of the world. Strengthening policy and increasing interest and investment in mental health is a major goal for public health and sustainable development. Mental health is a growing area of concern in Zimbabwe, as it is at the global level. Evidence suggests that the burden of mental illness in Zimbabwe is high and increasing.[1] The Government of Zimbabwe recognizes mental health as a serious public health and development concern. Mental health was recognised as a priority in the most recent National Health Strategy for Zimbabwe (2016-2020), and the current Ministry of Health and Child Care (MOHCC) Mental Health Strategic Plan key areas include to improve awareness of mental health and improve community engagement.[2],[3]

Method(s) to carry out the activity
The methodology of the mental health investment case is described in WHO/UNDP’s guidance note for mental health investment cases. The Contractual Partner shall act as the Health Economist with support from members of the Special Initiative Taskforce. In coordination with WHO Zimbabwe country office and the Department of Mental Health in the Ministry of Health and Child care, the incumbent will be responsible for the following where it relates to the Investment case of Mental Health:
- Organise a schedule of online/virtual meetings to ensure timely completion of work necessary.
- Provide information regarding mental health financing in Zimbabwe to feed into the investment case as requested.
- Assist in the planning and implementation investment case interviews
- Assist in planning and presentation of the mental health aspect of the health economics section of the investment case
- Assist in the dissemination of information after the investment case has been completed

- Output 1: Organise a schedule of online/virtual interviews
- List of members for Mental health investment case interviews
- Interview meeting summary report

- Identify the necessary information for the development of the mental health investment case
- Conduct needs assessment to define core/optional indicators which are required to understand the mental health investment case

Specific requirements
Qualifications required:
- Bachelor of Medicine and Bachelor of Surgery, Masters degree in a relevant field in Psychiatry from a recognized university
Experience required:
- Minimum of five years relevant work experience in health, including public health institutions required. Relevant experience in mental health program planning, communications and operations; familiar with the health system and community system of the country
- Experience working with the UN system or other global/international organizations is an advantage.

Skills / Technical skills and knowledge:
- Good technical writing skills, good facilitation skills, knowledgeable in basic computer programs, efficient organizational and management skills. Technical competence in the field of mental health and MHPSS Experience ith community mental health and community development
Language requirements:
- Excellent verbal and written English communication skills
- Working knowledge of other UN language is an advantage
