POSITION: DIRECTOR OF URBAN PLANNING SERVICES (1 POSITION)
GRADE : 3
LOCATION: CLEVELAND HOUSE
DEPARTMENT: URBAN PLANNING SERVICES
REPORTING TO: TOWN CLERK

Applications are invited from suitably qualified and experienced persons for appointment to the above vacant position in the Urban Planning Services Department.

JOB PURPOSE

The position exists to plan, organize and direct the overall operation of the Urban Planning Department in City of Harare. The incumbent provides technical and administrative leadership and supervision regarding the city’s current and long-term development planning programs related to the development and implementation of land use and Urban design plans and strategies, and ensures compliance with planning and urban design regulations.

KEY SPECIFIC DUTIES

  • Oversees the development and implementation of the City’s land use framework in order to assure sustainable development and growth.
  • Oversees the implementation of all Urban Designs and Renewal Plans and Strategies.
  • Ensures the integrity of the City’s Urban Form through effective enforcement of compliance to Model Building By-Laws, Town and Country Planning Act and other regulations.
  • Designs and implements robust land use and economic development models that ensure growth in City of Harare’s contribution to the Harare Metropolitan Province’s economy.
  • Supervises the development and implementation of growth management, land use, economic development, utility, housing, transportation, park and open space facilities or other plans and codes to meet the City’s needs.
  • Provides leadership and direction in the development of short and long-range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates functional activities with other internal and external stakeholders as needed.
  • Monitors compliance with zoning and subdivision ordinances and takes appropriate enforcement action in liaison with other enforcement agencies.
  • Ensures functional stability through design and implementation of standards and controls, systems and procedures to ensure a smooth flow of business in all functional areas under the jurisdiction of the incumbent.
  • Represents Council and articulate the City’s economic development vision, mission, values and strategies on various local and international for a to project the best possible image of the City.
  • Assists council in promoting the image of the city through sound stakeholder management and engagement strategy

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Spatial Planning/ Civil Engineering or equivalent.
  • Relevant Post-Graduate qualification in Management (MSc/MBA/MBL) or equivalent.
  • A minimum of 8 years‘ relevant experience in a Local Government environment at a Senior Management level.
  • Demonstrable practical experience in urban planning in a large urban local authority.
  • Membership to relevant Professional Institute.
