Job Description
The Disaster Risk Reduction (DRR) Officer will be responsible for the integration of DRR into the WASH programming in the districts, ensuring that communities resilience is enhanced inclusive on disaster preparedness for response, providing technical support on environmental management, Environmental Social Screening (ESS), Drinking Water Security and Safety (DWSS), Climate Adaptation planning, ensuring that all WASH activities and trainings take DRR on board, and that capacity building for Districts and selected communities is done effectively, professionally, and in accordance with the culture and practices of the local population. S/he will also contribute to health improvement though improved access to sustainable WASH services to host communities that are well aligned to the current climate change dynamics.
Main Responsibilities
- Support Districts Climate Resilient WASH planning and review meetings
- Supports DWSSP for the districts and identified communities
- Identifies current and emerging risk factors, their underlying causes and actions that could help reduce the impacts of future hazards in the identified communities
- Facilitates DWSSC and community trainings on ESS and ESMP and produce detailed easy to implement plans for the same
- Identifies programming opportunities and challenges to strengthen and support communities build community resilience
- Establishes a road map to community resilience and link the DRR resilience to WASH, food security, livelihoods programs and the environment
- Follows up on the implementation of developed plans ensuring the integration of gender and youths
- Promotes Disaster Risk Management (DRM) activities across all programming working closely with Documentation and communications department/Officer
- Help communities enhance their capacities to address their vulnerability
- Support relevant government departments and key stakeholders to use (Community Disaster (CDDRR)knowledge, innovation, and education to build a culture of safety and resilience at all levels
- To provide an on-going monitoring of program activities and make recommendations for improvement where possible,
- Produce progress reports and monthly plans against activities in liaison with the MEAL Officers
- Setting up and review early warning systems and implementing response, mitigation, and risk reduction plans among other activities
Requirements (Person specification)
- A possession of a minimum of a degree in Social Sciences, Geography and Environmental Studies, Natural Resources Management and Agriculture, Communications, Development Studies, Community Development, Disaster Management, or any relevant qualification
- At least 2 years plus working experience in DRR, Resilience
Essential
- A full understanding of the national Disaster Management Structures
- Knowledge of Disaster Management and Disaster Risk Reduction
- Evidence of maturity and experience in working in community development programmes.
- Understanding of mainstreaming principles and experience of working on mainstreaming activities of People Living with Disabilities (PLWD), Gender, HIV/AIDS and Child Protection, Environmental protection, resilience, and protection of elderly people.
- Basic communication skills in one of the local languages, Ndebele or Kalanga will be an added advantage
- Ability to work under pressure, with minimum supervision.
