Job Description

The vacancy of Finance and Logistics Officer Head Office; Programme Coordination Unit (PCU) has arisen in the Ministry of Health and Child Care under the Global Fund Covid19 Response Mechanism Grant. Applications are therefore being invited from suitably qualified and experienced candidates to fill the post.

Reports to: Finance and Administration Manager

Summary of key functions

The Finance and Logistics Officer will play a key a role in establishing and maintaining transparent financial management and administration systems which will efficiently account for C19RM funds. The Finance and Logistics Officer will ensure the timely reporting of complete monthly, quarterly and annual financial reports.

Key Responsibilities

Financial Management

  • Monitors the project/programme expenditure and ensures accurate accounting and authorization.
  • Provides input on weakness in the implementation of activities or finance procedures that may lead to potential loss to the overall operation if proper
    action is not taken.
  • Ensures timely submission of quarterly work-plans by sub recipients for submission to the PCU and ensures timely disbursements.
  • Consolidates monthly, quarterly and annual project expenditure reports for submission to PCU.
  • Provides regular financial updates and advises on budget performance.
  • Provides technical guidance to sub recipients on financial management.
  • Oversees the creation and implementation of internal controls, policies and procedures for all financial activities of the C19RM grant.
  • Monitors and reports on cash flow and works with Program staff and others to predict and stabilize cash flows.

Administration

  • Tracks and ensures adequacy of assets insurance in line with MoHCC’s Standard Operating Procedures on Financial Management.

Qualifications

  • Bachelor’s degree in Accounting from a recognized institution.
  • A Master’s Degree in Strategic/Business Management/Accounting or equivalent.

Experience and Skills

  • At least 5 years accounting experience.
  • Experience in management of Global Fund funds will be an added advantage.
  • Knowledge of government accounting and experience in government systems will be an added advantage.
  • Experience in administration
  • Ability to work under pressure and with minimum supervision.
  • An inspired, dedicated and industrious person with demonstrable competencies as well as great willingness to learn.
  • Strong interpersonal communication skills, team player, problem solving, results oriented and producing results in high pressure environments.
  • A polished and proactive communicator with a business minded approach to situations.
