POSITION: FINANCE DIRECTOR (1 POSITION)
GRADE: 2
LOCATION: ROWAN MARTIN BUILDING
DEPARTMENT: FINANCE
REPORTING TO: TOWN CLERK/CEO

JOB OBJECTIVE
The job exists to provide strategic direction and leadership in the formulation and implementation of Council’s financial goals, objectives and strategies as well as management of all financial processes to ensure a healthy and sustainable balance sheet for Council.

KEY SPECIFIC DUTIES
- Develop and implement the organisation’s strategic financial goals and objectives and ensure alignment with national priorities.
- Oversee the annual budget preparation process of Council according to laws, regulations and guidelines.
- Coordinate the planning and preparation of the City’s Five-year Capital Development Plan and aligning it with the strategic plan.
- Ensure that the authority maintains a Prudential Financial Framework
- Ensure that the appropriate management accounting systems, functions and controls are in place to manage financial risk.
- Provide timely, accurate and impartial financial advice and information to assist in decision-making processes.
- Oversee the design and implementation of appropriate revenue collection systems and strategies that are compliant to the PFMA.
- Ensure that proper and sound policies are in place for the maintenance and replacement of vehicles, equipment and other departmental assets to avoid any unnecessary breakdowns and costly services.
- Oversee the development of systematic risk management policies, strategies and procedures (including insurance) and ensure their implementation.
- Oversee the preparation of annual financial statements in line with governing statutes and international accounting standards
- Oversee the professional development of subordinates through structured mentorship and performance management systems.
- Attends to audit findings and enquiries in an efficient manner and works closely with internal and external auditors..
QUALIFICATIONS AND EXPERIENCE
- A Finance or Accounting Degree/Full ACCA/Full CIS
- Relevant Post Graduate Qualification such as CA/MBA/MBL/IMFO
- Full Membership of a Professional Board
- Minimum of 10 years relevant working experience at a senior management level in a large organization
- Demonstrable experience in managing huge budgets
