REPORTS TO: EXECUTIVE SECRETARY ZACC
DUTIES AND RESPONSIBILITIES
- Justify the need for any changes to the organizational structure and establishment and analyse the financial implications of the changes as well as negotiate with Treasury for funding
- Oversee ZACC’s Human Resources Planning and Development to compliment the Strategic Plan and give overall direction to the Human Resources and Administration Department towards the achievement of Organizational goals
- Establish and implement a performance appraisal system in line with rules and regulations of the Commission
- Coordinate and facilitate interview panels and disciplinary committees for middle management and make recommendations to the Commission
- Coordinate the preparation of estimates of expenditure for salaries, wages and allowances
- Monitor the remuneration packages of staff in line with the approved grading structures
- Supervise the preparation of and timely submission of returns required by the Commission.
- Identify training needs, recommending and implementing solutions and evaluating and measuring effectiveness of training programmes
- Lead the development and continuous improvement of comprehensive training strategy and manual
- Ensure programmes and curriculum are developed to enhance skills and capacity of ZACC Officers
- Ensure monitoring of performance of all officers on probation in liaison with Manager Learning and Development
- Develop a comprehensive strategy for training and development programmes
QUALIFICATIONS AND ATTRIBUTES
- A degree in Human Resources, Psychology, Education, Sciences, or equivalent qualification
- Possession of a Master’s degree in Human Resources Management/Strategic Management/Business Administration/Training and Development is a must
- Membership to professional board such as IPMZ would be an added advantage
- High knowledge of in performance management, training and development
- At least five years’ relevant experience in an HR environment with managerial exposure at senior level
- Must be highly professional, assertive and innovative
- High level of integrity
- Ability to work under pressure and handle confidential information
