Job Description
We have been retained by our client in the NGO sector to facilitate the recruitment and selection of self-driven and competent personnel to fill the vacant position of Grants Compliance Officer that has arisen within their organization.
PRINCIPAL ACCOUNTABILITIES
- Provides technical support to partner organizations in the development of work-plan and budget to be followed during the award contract period.
- Reviews work-plans and budget from partners to ensure compliance with the organization’s planning, monitoring and evaluation (PME) policy guidelines.
- Ensures implementation of donor reporting by partners,
- Facilitates and processes grant payment to partners.
- Obtains and records grant payment receipts in accordance with PME guidelines.
- Receives and assesses financial reports from partners ensuring compliance with PME hand book requirements on proper reporting of expenditures, invoicing, procurement and asset management.
- Follows up on issues raised by auditors in the management letter from partners and ensure resolution.
- Uploads and tracks processes in relation to disbursement receipts, financial reports, completed assessment tools and audited financial statements to the organization’s FixIT.
- Provides guidance and facilitates partner institutional capacity strengthening plans, ensuring partner organizations implement programmes effectively, efficiently and sustainably.
- Participates in assessment and induction of new partners on financial management.
- Monitors adherence and compliance to financial control systems, policies and procedures.
- Monitors partner compliance, conducts field office site visits to ensure consistency with grant terms and conditions, timelines, budgets, and performance measures.
- Supports the coordination, planning, and execution of annual audit of partner organizations.
- Reviews and verifies that partners maintain proper books of accounts, including an up-to-date register of assets as well as proper filing and archiving of financial document.
- Liaises with procurement unit to provide sound advice on procurement actions.
- Reviews partner procurement processes and ensure that purchases comply with policy guidelines.
JOB RELATED ATTRIBUTES
The ideal incumbent must possess the following qualifications, competences and experience:
- Bachelor’s degree in Accounting, Finance, Business Administration, Commerce, Economics or equivalent qualification.
- Computer training in accounting software and MS Word, Excel, etc.
- Fully qualified accountant from recognized accountancy body CPA/ACCA.
- At least 3 years of finance and administration experience gained from a non-profit organization handling donor funds.
- Ability to understand and speak English is highly desirable.
- Analytical, report writing and communication skills.
- Demonstrates consistency in upholding integrity and ethics.
