Job Description

ME&A is a woman- and majority Hispanic-owned international development firm based in Bethesda, Maryland providing innovative solutions for economic development and social progress in more than 80 countries. We provide services across six practice areas: monitoring, evaluation, and learning (MEL); performance improvement through capacity development; regional and local economic development; water, environment, and climate change; democracy and governance; and program support services.

ME&A is seeking an experienced MEL Director for inclusion in our proposal on an upcoming USAID-funded program cycle platform contract in Zimbabwe. The purpose of this contract will be to provide technical and advisory services to bolster the Mission’s program cycle, enhancing knowledge management, and data use in decision-making. It will also boost USAID/Zimbabwe and its partners’ Monitoring, Evaluation, and Learning capacity.

This position is full-time contingent upon a contract award and subject to change and based in Zimbabwe.

Responsibilities:

  • The MEL Director will provide the overall technical support to ME&A’s team on monitoring methodology and data analysis.
  • S/he will support the COP in the completion of the analytical tasks in the scope of work.
  • The MEL Director will also engage in research, data collection, analysis, data management, and data visualization projects through developing timelines, developing research instruments, coordinating outreach/activities, collecting data, analyzing data, writing reports, and preparing and facilitating presentations/workshops.
  • The ideal candidate will be a dynamic individual who will bring experience running evaluations, coordinating with partner organizations and program stakeholders, and the ability to work effectively and respectfully with individuals from diverse backgrounds.

Qualifications:

  • At least seven (7) years of progressively responsible leadership experience related to MEL and/or research projects and a Master’s degree in international affairs, social science, statistics, or another related field. A Bachelor’s degree plus additional work experience will be considered in lieu of Master’s.
  • At least four (4) years of experience collecting and analyzing quantitative and qualitative data collection in low-income environments, preferably for USAID and/or other donors in Zimbabwe.
  • Demonstrated capacity to assemble and write an analytical product based on qualitative and quantitative data.
  • At least four (4) years of experience providing technical support to M&E support projects.
  • Experience designing and/or facilitating staff M&E training and/or supporting M&E capacity-building initiatives in a humanitarian, development, or transition context.
  • Ability to conduct quantitative and qualitative field research using document review, direct observation, focus groups, key informant interviews, and small- and large-scale surveys.
  • Knowledge and experience in data management and visualization services
  • Proven ability to manage a team to ensure timely and quality submission of project deliverables.
  • Experience working on programs implemented in Zimbabwe, preferably for USAID programming.
  • Knowledge of and access to stakeholder networks in Zimbabwe, including government, civil society, the private sector, research institutions, indigenous populations, and marginalized communities.
  • Demonstrated experience with gender and social inclusion or experience in protection programming, including gender-based violence.
  • Fluency in English and strong oral and written communication skills required, knowledge of local Zimbabwean languages preferred.
