Job Description

The Zimbabwe Energy Regulatory Authority (ZERA) is a statutory body and is mandated to regulate the Zimbabwean energy market cost effectively, through incentive regulation and in a fair and transparent manner to achieve sustainable energy. ZERA seeks the services of a highly competent and results oriented individual to actively contribute in the execution of its mandate.

Reporting directly to the Chief Monitoring and Evaluation Officer, the Key Job Functions of this position will be to assist the Chief Monitoring and Evaluation Officer in:

  • Coordinating the crafting, development and adoption of the Authority’s strategic plan formulation and review process.
  • Implementing, monitoring and evaluating the Authority’s operational strategy.
  • Implementing and maintaining an Integrated Results Based Management (IRBM) based Monitoring and Evaluation (M&E) system including tools and techniques.
  • Identifying delivery issues of the various key performance indicators and recommending appropriate interventions.
  • Assisting employees in enhancing work performance for both individual and organisational effectiveness.
  • Preparing annual and multi-year strategic and operational plans as well as the budget of the M&E department.
  • Organising and facilitating M&K training and workshops for the organisation.
  • Representing the M&E department in various business improvement processes.
  • Performing any other duties as assigned by the supervisor from time to time.

Key Job Requirements:

The successful candidate for this position should meet the following criteria:

  • Degree in Business Studies, Economics, Social Sciences or related field.
  • At least 3 years’ experience in programme design and development, programme monitoring and evaluation, and capacity building using the IRBM system.
  • Experience in project planning management and evaluation
  • Experience in data collection, qualitative and quantitative techniques and production of concise data reports and clear data visualizations for reporting at programme, sub programme, project and corporate levels.
  • Ability to analyse, monitor and evaluate individual and organisational performance and compliance.
  • Excellent interpersonal, oral and written communication skills
