Job Description

Reporting to : Procurement and Logistics Officer
Duty Station : Cordaid Office Harare, Zimbabwe

Introduction

The Government of Zimbabwe has received funding from the World Bank-Global Financing Facility to implement the Zimbabwe Health Sector Development Support Project (HSDSP) Additional Financing V. The objective of the programme is to sustain coverage and improve the quality of an integrated package of Reproductive, Maternal, Newborn, Child and Adolescent Health Plus Nutrition (RMNCAH-N) services, as well as strengthen COVID-19 response and institutional capacity to manage performance-based contracts consistent with the Recipients’ ongoing health initiatives. Cordaid is the Programme Implementing Entity.

The project will expand the Results-Based Financing (RBF) package of services to cover prioritized RMNCAH-N and other related services to respond to Zimbabwe’s burden of disease while also reconfiguring the RBF approach to appropriately respond to the COVID-19 pandemic. In addition to continuing to support institutionalization of the RBF programme in Zimbabwe, the project will support central hospitals and provincial hospitals through quality focused RBF; pilot extended supply side of community RBF through community-based health workers; scale up the pilot urban RBF to the remaining facilities in the two urban cities i.e. Harare and Bulawayo and undertake a feasibility assessment of introducing the health equity card. The project will also support the Government’s COVID emergency response and further strengthen institutional capacity through implementation of selected health financing reforms.

Purpose of the position

The Procurement and Logistics Assistant will assist the Procurement and Logistics Officer in ensuring that all procurement and logistics activities for Cordaid Zimbabwe are done in compliance with Cordaid and World Bank set standards and procedures. She/He will support the Procurement and Logistics Officer in her/his day-to-day execution of the mandate.

Reporting Structure and Supervision Responsibility

The Procurement and Logistics Assistant will directly report to the Procurement and Logistics Officer.

Key Responsibilities and Accountabilities

Procurement:

  • Assist the Procurement Officer in procurement of goods and services according to the Procurement Plan and along the World Bank procurement guidelines and in compliance with the Procurement policy;
  • Assist the Procurement Officer with requisition of quotations, correspondence, and evaluations for all Cordaid local procurements below USD5000, strictly in accordance with best procurement practices, and World Bank and Cordaid policies and procedures;
  • Follow up with suppliers to get fiscal tax invoices;
  • Periodic updating of the suppliers list with guidance from the Procurement and Logistics Officer.
  • Prepare procurement packages for final payment for forward submission to the Procurement and Logistics Officer;
  • Share proof of payments to suppliers in liaison with the Finance department.
  • Receive, inspect quality and quantity of goods that have been purchased and arrange for the appropriate storage or distribution in liaison with the Procurement and Logistics Officer;
  • Maintain and update procurement contract register and track expiring date of contracts;
  • File procurement documents;
  • Perform other related duties and activities as instructed by the supervisor.

Asset Management:

  • Conduct periodic asset count and tagging of assets and to ensure the safeguarding of assets; Update the asset register and insurance schedule whenever there is a new asset in liaison with the Procurement and Logistics Officer.

Fleet Management:

  • Monitor and track fuel usage;
  • Prepare fuel reconciliations, fuel requests, and submit to Procurement and Logistics Officer for verification and fuel issuance;
  • Attend to vehicle services requests as instructed by the Procurement and Logistics Officer;
  • Follow up, checking and filing of log sheets and vehicle maintenance reports;
  • Prepare monthly vehicle servicing and log sheets reports Procurement and Logistics Officer;
  • Perform other related duties and activities as instructed by the Procurement and Logistics Officer.

Administration:

  • Assist with receptionist when required;
  • Assist with cash payments in the absence of the Program and Administration Assistant;
  • Assist with office repairs and maintenance requests in liaison with the Program and Administration Assistant.

Selection Criteria

The Procurement and Logistics Assistant shall be selected based on the Individual Specialist selection method of the World Bank’s regulations. Main criteria for the selection will be relevant work experience and qualifications.

Required Qualifications, Experience and Skills

  • Recent graduate of Bachelors in Supply Chain Management or similar qualification;
  • Chartered Institute of Purchasing and Supply (CIPS) Certificate is an added advantage;
  • One year working experience in an NGO environment or similar set up is required;
  • Knowledge of national public procurement and international organizations procurement regulations and procedures;
  • Computer literate and proficiency in Microsoft Office packages;
  • Capabilities to communicate, negotiate, analyse, plan and present relevant reports on procurement;
  • Proficiency in English Language;
  • Valid and Clean Class 4 driver’s license.

Duration of Service

The Procurement and Logistics Assistant will be contracted up to 31 December 2021 with possible contract renewal depending on performance and availability of Project funding.
