Reporting to: The ATAZ Manager
Location: Head Office

Job Purpose

The position exists to ensure that the Academy’s quality and safety standards conform with best practice nationally and internationally.

Duties and responsibilities

  • Monitoring compliance with, and the adequacy of, procedures required to ensure safe operational practices.
  • Formulating and promulgating aviation quality assurance and standardization procedures and policies for the Academy.
  • Ensuring that the relevant Standards and Recommended practices as required by -CAAZ ore published and implemented by the Academy.
  • Ensuring that the Quality Assurance Programme is properly established, implemented and maintained.
  • Disseminating and supporting the implementation and maintenance of the Quality Management System.
  • Liaising closely with the Authority on changes in policies, procedures or processes which require to be accepted/ approved by CAAZ or any other changes in training that might affect safety of operations.
  • Conducting quality control of training related documentation.
  • Conducting Quality and Safety Audits for the Academy.
  • Investigating incidents or concerns assigned by the manager, and liaise with Civil Aviation Authority of Zimbabwe and other relevant authorities in connection with airworthiness and safety of maintenance and operations.
  • Reviewing and conducting follow-up actions for implementation of corrective measures resulting from Quality and Safety audits reports, Boards of Inquiries (BOls), accident investigations, Instructor performance reports, incidents, occurrences and industry and manufacturers changes.
  • Assisting the ATAZ Manager in the development and documentation of processes, procedures and regulations and training manuals
  • Coordinating the reviewing and updating of the Academic Quality Handbook and other institutional guides and codes of practice on academic quality management.
  • Conducting both internal and external reviews in order to improve the quality of learning, teaching through reviewing relevant documentation, class observations, interviewing staff and learners.
  • Coordinating and tracking modules and programmes amendments and maintain definitive programmes documentation
  • Ensuring that the Academy’s products are learner centred and facilitate relevant internal stakeholders in recognising this as well.
  • Reviewing the learning goals and assessing whether the most effective teaching methods are being used for a particular course.
  • Developing and maintaining instructional guides for all courses offered by the Academy in line with the ICAO standards and recommended practices.
  • Ensuring that the academy’s training and storage facilities, equipment and infrastructure are in conformity with best safety practices.
  • Ensuring that the academy adheres to the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development and ICAO regulations.
  • Maintaining effective communication and relationships with all local and foreign regulatory, legislative and certification bodies on matters concerning compliance.
  • Reviewing the scope and effectiveness of the quality and safety systems established by management to identify, assess, manage operational risks.
  • Coordinating and overseeing the process for learner complaints, academic impropriety and ensure correct processes are implemented in this regard in line with the ATAZ Quality Assurance policy and procedures.
  • Preparing reports and related information for communication to external validating and accreditation agencies.

Qualifications and experience

  • A Degree in Education, Commerce, or Business Administration from a recognised and reputable university OR
  • Commercial Pilot License, Air Traffic Control License, Flight Operations Officer License or Aeronautical Engineer, Maintenance Engineer License, AME Diploma moy be accepted in Lieu of a degree
  • ATPLis on added advantage
  • A minimum of 5 years in Aviation Safety Management, Aviation Quality Assurance, professional training and experience in an air-transportation related occupation.
  • Advanced technical qualifications, including knowledge in the full range of ICAO SARPs is required.

Skills and Competences

  • Sound knowledge of CAA regulations and relevant regulation legislation governing or affecting training of aviation personnel
  • Knowledge of the Aviation Training Manuals and Aviation Training School Operations Specifications.
  • Operational knowledge of institutional mandates (ICAO Standards and Recommended Practices and Annexes of the Chicago Convention), policies and guidelines pertaining to air transport operations and related matters, aviation regulatory bodies policies and procedures, and industry best practices
  • Working knowledge of current ISO 9001 Quality System Standards.
  • Ability to communicate accurately and concisely on technical matters, both orally an in writing.
  • Exposure in the development and implementation of aviation related rules, regulations, manuals procedures and other guidance materials is required.
  • Analytical, data-driven, able to put things into perspective, self-reliant and goal-oriented.
  • Must have good interpersonal and communication skills
  • Must have a thorough knowledge of the aviation industry
