About the Position
Dexis seeks a Senior Budget Specialist to support the USAID Zimbabwe Mission for the USAID Southern Africa Mission Support (SAMS) program. This is a six-month position and is remote following the Central Africa Time (CAT) time zone, with TDYs to Harare, Zimbabwe expected.
This position will be responsible for providing support services to USAID as a budget subject matter expert at the program level, regarding the formulation and execution of the budget to include forecasting, and modeling and providing budgetary advice to program office leadership. This position requires an expert understanding of USAID’s budget cycle and relevant policies.
Responsibilities
- Support USAID/Zimbabwe in the management and formulation of an annual budget across multiple lines of effort.
- Provide expert advice and assistance to USAID/Zimbabwe leadership regarding all phases of the budget.
- Analyze budget requests and estimates to identify inconsistencies and imbalances; implement budget controls through the review and approval of obligation and expenditure of funds; and check budget requests for duplication and reconcile estimates with current levels of expenditures.
- Work with data forms, procedures, and guidelines for both appropriated and revolving fund budgets; formulate and/or monitor the execution of long-range (3 to 5 years) detailed budget forecasts and plans to fund the implementation of substantive programs and projects.
- Make recommendations that follow detailed analysis and consideration of program requirements in relation to budgetary requirements, policies, methods, sources, and types of funding.
- Prepare budget estimates, tables, and charts as requested.
- Provide technical assistance and direct support to management staff in all matters relating to the application of planning systems and management systems to meet mission requirements.
- Support the Program Office to respond to requests for budgetary information from USAID/W.
- Continuously improve upon processes and take initiative to identify new areas for improvement that enhance efficiency and accuracy in budget processes.
Qualifications
- A minimum of 10 years directly related experience.
- Must have expert excel, data management, and computation skills.
- Must have expertise in USAID budget planning and execution and in financial analysis of USAID programs.
- Must have demonstrated experience working budget planning and financial analysis in USAID Missions.
- Must be able to pass a federal security background check for a Facility Access Clearance (FAC).
Preferred Qualifications
- The ideal candidate will possess a USAID FAC.
