Job Description
AMI is seeking a Senior Consultant for the collection in line with the design of a final evaluation design and methods. The Evaluation Team Consultant must have demonstrated experience in providing successful leadership under similar circumstances. The Consultant will be an individual with strong knowledge and experience working in the Zimbabwe social service sector. This is a 6-week assignment which will be held in Zimbabwe.
- A minimum of 10 years of experience in evaluation design, methods, management, and implementation;
- Technical expertise in OVC and social service delivery;
- Background in USAID’s cross-cutting program priorities, such as gender equality and women’s empowerment, youth, economic development, etc.; and
- A minimum of five years of work experience in the Zimbabwe social development sector.
PURPOSE OF THE EVALUATION is to conduct an ex-post performance evaluation to understand whether and how models of care and development outcomes have been sustained in five districts (Uzumba Maramba Pfungwe (UMP), Muzarabani, Zvishavane, Umzingwane, and Bubi) that USAID supported through its orphans and vulnerable children (OVC) program from 2013 through 2017. The Ex-Post Evaluation will also examine the factors and contexts that help or hinder the sustainability of USAID interventions and their outcomes. The evaluation will interrogate how USAID/Zimbabwe’s programs support locally led development and the ability of the country to sustain development solutions over time. Evaluation findings will inform the design of future USAID OVC interventions to include features that promote sustainable development outcomes.
