Job Description

Applications are invited from suitably qualified and experienced individuals to fill in the position of TREASURER/FINANCE DIRECTOR.

This is a Senior management position and the incumbent shall be reporting to the Town Secretary. A highly motivated and mature person with the ability to sweat the resources and the treasury of Norton Town Council for the benefit of its citizens is required. The successful candidate should be a person of great integrity and honesty.

Duties and Responsibilities

  • Being Chief Financial Advisor to Council, its Committees and staff.
  • Preparing Council’s capital investment programs and annual revenue targets.
  • Ensuring timely collection of revenue due to Council.
  • Ensuring timely preparation of final accounts and their submission to auditors.
  • Preparation, implementation and effective monitoring of the Council budget in terms of the Act (Chapter 29:15) and Council Financial Regulations.
  • Total management and accountability of Council funds.
  • Taking an active role in disciplinary matters both in the department and the whole organisation.
  •  Any other duties as may be assigned by Council and the Town Secretary from time to time.

Qualifications

  • A first degree in Accounting or Finance from a recognised University. Chartered Accountancy is a distinct advantage.
  • Be a certified Public Accountant.
  • A post graduate degree e.g Masters in Business Administration (MBA) Masters degree in Finance etc. would be an added advantage.
  • At least five (5) years’ experience in Finance Management at a Senior Level, most preferably in the Public Sector.
  • Local Authority experience is an added advantage.
  • Proficiency in computer accounting packages.
  • Must have traceable proof of experience and notable achievements.
  • Preferably aged forty five (45) years and below.
